A trap out works best when you can limit the bees to only one way in and out of the hive. Depending on the size of the hive, this process can take a while to complete. This can also cause the bees to be more active since they can't access the original location.
A cut out means you are not just taking the bees, but you are taking the comb that contains the honey and brood along with the bees. This type of removal would require you to complete some repairs after the bees have been removed.
